My neighbour records my children through the fence

Dear Delyara, The man next door has begun recording my children while they play in our garden. He says he is documenting noise for a council complaint. The camera appears above the fence whenever they laugh, kick a ball, or use the trampoline. The police say filming from his property may not be illegal. The council says children are allowed reasonable noise. None of those answers changes how exposed our home feels. My daughter now asks whether the camera is watching before she goes outside. My son threw a toy at the fence and the neighbour shouted that he would report us for harassment. I have planted bamboo screens, changed where the children play, and kept written records of every incident. Yesterday, he sent the council a video showing my daughter in her swimsuit under the sprinkler. I felt physically ill seeing her image inside an official complaint file. He insists this is about noise. I no longer know whether I am protecting my children from a difficult neighbour or from something more dangerous that nobody will name until it becomes undeniable.
